The memorandum, signed by Haider Saeed, Director of the Gulf and Arabian Peninsula Studies Unit, and Sadeq Al Ammari, General Director of the Qatar Press Center, articulates the interest of both parties in media and journalistic activity as a key expression of society, politics, and culture.

The memorandum specifies that cooperation is to be strengthened in the production of studies and analysis papers, the exchange of experts, researchers, and publications, and access to databases and archival materials, alongside the joint organization of conferences, forums, lectures, workshops, and training programmes on subjects of mutual interest. The memorandum also provides for the exchange of invitations, support for joint initiatives, and the formation of special committees that meet regularly to monitor implementation.
